百年大(da)計,教(jiao)育(yu)為本(ben);教(jiao)育(yu)大(da)計,教(jiao)師(shi)(shi)為本(ben)。為深(shen)入貫(guan)徹落(luo)實(shi)黨的(de)十(shi)九大(da)精神,造就(jiu)黨和(he)人民(min)(min)滿意(yi)的(de)高素(su)質(zhi)(zhi)專(zhuan)業化(hua)創新(xin)(xin)型(xing)教(jiao)師(shi)(shi)隊(dui)伍(wu),落(luo)實(shi)立德(de)樹人根本(ben)任務,培養德(de)智(zhi)體(ti)(ti)美全面發(fa)展的(de)社(she)(she)會(hui)主(zhu)義(yi)建設者和(he)接班人,全面提升國(guo)民(min)(min)素(su)質(zhi)(zhi)和(he)人力(li)資源質(zhi)(zhi)量,加快教(jiao)育(yu)現(xian)代(dai)化(hua),建設教(jiao)育(yu)強國(guo),辦(ban)好人民(min)(min)滿意(yi)的(de)教(jiao)育(yu),為決勝全面建成小康(kang)社(she)(she)會(hui)、奪取新(xin)(xin)時(shi)代(dai)中(zhong)國(guo)特色社(she)(she)會(hui)主(zhu)義(yi)偉(wei)(wei)大(da)勝利、實(shi)現(xian)中(zhong)華民(min)(min)族偉(wei)(wei)大(da)復(fu)興的(de)中(zhong)國(guo)夢奠定堅實(shi)基礎,現(xian)就(jiu)全面深(shen)化(hua)新(xin)(xin)時(shi)代(dai)教(jiao)師(shi)(shi)隊(dui)伍(wu)建設改革提出如下(xia)意(yi)見(jian)。

一、堅持興國必(bi)先(xian)強(qiang)師,深刻(ke)認識教師隊伍建(jian)設的重要意義和(he)總體要求

1.戰略意(yi)義。教(jiao)(jiao)師承擔著(zhu)傳播(bo)知識、傳播(bo)思想、傳播(bo)真理的(de)歷(li)史(shi)使(shi)命(ming),肩負著(zhu)塑(su)造(zao)靈(ling)魂(hun)、塑(su)造(zao)生命(ming)、塑(su)造(zao)人(ren)的(de)時代(dai)重任,是教(jiao)(jiao)育發展的(de)第一(yi)資源,是國家富強、民族(zu)振(zhen)興、人(ren)民幸福的(de)重要基石。黨和國家歷(li)來高度重視(shi)教(jiao)(jiao)師工(gong)作。黨的(de)十(shi)八大(da)(da)以來,以習(xi)近平(ping)同志為核心的(de)黨中(zhong)央將教(jiao)(jiao)師隊伍建(jian)設(she)(she)擺(bai)在(zai)突出位(wei)置,作出一(yi)系列重大(da)(da)決策部(bu)署,各(ge)地(di)區各(ge)部(bu)門和各(ge)級各(ge)類學校采取有力措(cuo)施認(ren)真貫(guan)徹落實(shi),教(jiao)(jiao)師隊伍建(jian)設(she)(she)取得顯著(zhu)成就。廣大(da)(da)教(jiao)(jiao)師牢(lao)記使(shi)命(ming)、不忘初衷,愛崗敬業(ye)、教(jiao)(jiao)書育人(ren),改革(ge)創(chuang)新(xin)、服務社會,作出了重要貢(gong)獻。

當今世界正處在大(da)發(fa)展(zhan)(zhan)大(da)變革(ge)大(da)調整之中(zhong)(zhong),新(xin)(xin)(xin)(xin)一(yi)(yi)輪科技和(he)工業(ye)革(ge)命正在孕(yun)育(yu),新(xin)(xin)(xin)(xin)的(de)(de)(de)增長動能不(bu)斷積聚。中(zhong)(zhong)國(guo)特色社(she)(she)會主義(yi)進入(ru)了新(xin)(xin)(xin)(xin)時代,開啟了全面建(jian)設(she)社(she)(she)會主義(yi)現代化國(guo)家(jia)的(de)(de)(de)新(xin)(xin)(xin)(xin)征(zheng)程(cheng)。我國(guo)社(she)(she)會主要(yao)(yao)矛盾已經(jing)轉化為人民(min)日益增長的(de)(de)(de)美好生(sheng)活需(xu)要(yao)(yao)和(he)不(bu)平衡不(bu)充分的(de)(de)(de)發(fa)展(zhan)(zhan)之間的(de)(de)(de)矛盾,人民(min)對(dui)公平而有(you)質(zhi)量(liang)的(de)(de)(de)教(jiao)(jiao)(jiao)(jiao)育(yu)的(de)(de)(de)向往更加迫(po)切。面對(dui)新(xin)(xin)(xin)(xin)方位、新(xin)(xin)(xin)(xin)征(zheng)程(cheng)、新(xin)(xin)(xin)(xin)使命,教(jiao)(jiao)(jiao)(jiao)師(shi)隊伍建(jian)設(she)還(huan)不(bu)能完全適(shi)(shi)應。有(you)的(de)(de)(de)地方對(dui)教(jiao)(jiao)(jiao)(jiao)育(yu)和(he)教(jiao)(jiao)(jiao)(jiao)師(shi)工作(zuo)重(zhong)視不(bu)夠,在教(jiao)(jiao)(jiao)(jiao)育(yu)事業(ye)發(fa)展(zhan)(zhan)中(zhong)(zhong)重(zhong)硬件輕軟件、重(zhong)外延輕內涵(han)的(de)(de)(de)現象還(huan)比較突(tu)出,對(dui)教(jiao)(jiao)(jiao)(jiao)師(shi)隊伍建(jian)設(she)的(de)(de)(de)支持力(li)度亟須(xu)加大(da);師(shi)范教(jiao)(jiao)(jiao)(jiao)育(yu)體(ti)系有(you)所(suo)削弱,對(dui)師(shi)范院(yuan)校(xiao)支持不(bu)夠;有(you)的(de)(de)(de)教(jiao)(jiao)(jiao)(jiao)師(shi)素質(zhi)能力(li)難以(yi)適(shi)(shi)應新(xin)(xin)(xin)(xin)時代人才培養需(xu)要(yao)(yao),思想政治素質(zhi)和(he)師(shi)德水平需(xu)要(yao)(yao)提(ti)升,專業(ye)化水平需(xu)要(yao)(yao)提(ti)高(gao);教(jiao)(jiao)(jiao)(jiao)師(shi)特別(bie)是中(zhong)(zhong)小學教(jiao)(jiao)(jiao)(jiao)師(shi)職業(ye)吸引力(li)不(bu)足,地位待遇有(you)待提(ti)高(gao);教(jiao)(jiao)(jiao)(jiao)師(shi)城鄉結構(gou)、學科結構(gou)分布不(bu)盡合理(li),準(zhun)入(ru)、招聘、交(jiao)流、退出等(deng)機制還(huan)不(bu)夠完善(shan),管理(li)體(ti)制機制亟須(xu)理(li)順。時代越(yue)是向前,知識(shi)和(he)人才的(de)(de)(de)重(zhong)要(yao)(yao)性(xing)就愈發(fa)突(tu)出,教(jiao)(jiao)(jiao)(jiao)育(yu)和(he)教(jiao)(jiao)(jiao)(jiao)師(shi)的(de)(de)(de)地位和(he)作(zuo)用就愈發(fa)凸顯。各級黨(dang)委和(he)政府要(yao)(yao)從戰略和(he)全局高(gao)度充分認識(shi)教(jiao)(jiao)(jiao)(jiao)師(shi)工作(zuo)的(de)(de)(de)極端重(zhong)要(yao)(yao)性(xing),把(ba)全面加強教(jiao)(jiao)(jiao)(jiao)師(shi)隊伍建(jian)設(she)作(zuo)為一(yi)(yi)項重(zhong)大(da)政治任務和(he)根本(ben)性(xing)民(min)生(sheng)工程(cheng)切實(shi)抓緊抓好。

2.指導(dao)思想。全(quan)(quan)(quan)面(mian)(mian)貫徹落實黨(dang)的(de)(de)十九大(da)精神,以(yi)習近平新(xin)時代中國特(te)色社會(hui)主義思想為指導(dao),緊(jin)緊(jin)圍繞統籌推(tui)(tui)進“五位一體(ti)”總體(ti)布局和協調推(tui)(tui)進“四個全(quan)(quan)(quan)面(mian)(mian)”戰(zhan)略布局,堅(jian)持(chi)(chi)和加強黨(dang)的(de)(de)全(quan)(quan)(quan)面(mian)(mian)領導(dao),堅(jian)持(chi)(chi)以(yi)人民(min)為中心的(de)(de)發展思想,堅(jian)持(chi)(chi)全(quan)(quan)(quan)面(mian)(mian)深化改革,牢固樹立新(xin)發展理念,全(quan)(quan)(quan)面(mian)(mian)貫徹黨(dang)的(de)(de)教育方(fang)針,堅(jian)持(chi)(chi)社會(hui)主義辦學(xue)方(fang)向,落實立德樹人根(gen)本任務,遵循教育規律(lv)和教師(shi)(shi)(shi)成長發展規律(lv),加強師(shi)(shi)(shi)德師(shi)(shi)(shi)風建(jian)設,培養高素質教師(shi)(shi)(shi)隊伍,倡導(dao)全(quan)(quan)(quan)社會(hui)尊師(shi)(shi)(shi)重教,形成優秀人才爭相從教、教師(shi)(shi)(shi)人人盡(jin)展其才、好(hao)教師(shi)(shi)(shi)不斷涌現的(de)(de)良好(hao)局面(mian)(mian)。

3.基本原則

——確保(bao)方向。堅(jian)(jian)持(chi)黨(dang)管干(gan)部、黨(dang)管人才(cai),堅(jian)(jian)持(chi)依(yi)法治(zhi)教(jiao)、依(yi)法執教(jiao),堅(jian)(jian)持(chi)嚴格管理(li)監督(du)與激勵關(guan)懷(huai)相結合,充分發揮黨(dang)委(黨(dang)組)的領(ling)導和把關(guan)作用(yong),確保(bao)黨(dang)牢(lao)牢(lao)掌握教(jiao)師隊伍(wu)建(jian)設的領(ling)導權(quan),保(bao)證教(jiao)師隊伍(wu)建(jian)設正(zheng)確的政治(zhi)方向。

——強化(hua)保障(zhang)。堅持(chi)教(jiao)(jiao)(jiao)(jiao)育優(you)先發(fa)展戰(zhan)略(lve),把教(jiao)(jiao)(jiao)(jiao)師工作(zuo)置于教(jiao)(jiao)(jiao)(jiao)育事業發(fa)展的重點支持(chi)戰(zhan)略(lve)領(ling)域,優(you)先謀(mou)劃教(jiao)(jiao)(jiao)(jiao)師工作(zuo),優(you)先保障(zhang)教(jiao)(jiao)(jiao)(jiao)師工作(zuo)投(tou)入,優(you)先滿足教(jiao)(jiao)(jiao)(jiao)師隊伍建設需要。

——突出師(shi)(shi)德。把提高教師(shi)(shi)思(si)想政(zheng)治素質和(he)職業道德水平擺(bai)在(zai)首要位置,把社會主義核心價值觀貫穿教書育人全過程,突出全員全方位全過程師(shi)(shi)德養成(cheng)(cheng),推動教師(shi)(shi)成(cheng)(cheng)為先進思(si)想文化(hua)的傳播者(zhe)(zhe)、黨(dang)執政(zheng)的堅定支(zhi)持者(zhe)(zhe)、學生(sheng)健康成(cheng)(cheng)長的指導者(zhe)(zhe)。

——深化改革。抓住關鍵(jian)環節,優化頂層(ceng)設(she)計,推動實踐探(tan)索(suo),破解發展瓶頸,把(ba)(ba)管理體制(zhi)改革與機制(zhi)創新作為突破口,把(ba)(ba)提(ti)高(gao)教(jiao)師(shi)地位(wei)待遇作為真(zhen)招實招,增強教(jiao)師(shi)職業吸(xi)引力。

——分類(lei)施(shi)策(ce)。立足我國(guo)國(guo)情,借鑒國(guo)際經驗(yan),根據各級各類(lei)教師的不同特點和(he)發(fa)展實際,考慮區(qu)域、城鄉、校際差(cha)異,采取(qu)有(you)針對(dui)性的政策(ce)舉措,定(ding)向發(fa)力,重視(shi)專業發(fa)展,培養一批(pi)教師;加大資(zi)源(yuan)供(gong)給(gei),補充一批(pi)教師;創新體制(zhi)機制(zhi),激活一批(pi)教師;優化隊(dui)伍結構(gou),調配(pei)一批(pi)教師。

4.目(mu)標(biao)任務。經過5年(nian)左右努力(li),教師(shi)培養培訓體(ti)系基本健全(quan),職(zhi)業發展通道比較暢通,事(shi)權(quan)人權(quan)財(cai)權(quan)相統一的教師(shi)管理體(ti)制(zhi)普(pu)遍建立,待遇提升保障機(ji)制(zhi)更加完(wan)善,教師(shi)職(zhi)業吸引力(li)明(ming)顯增強(qiang)。教師(shi)隊伍(wu)規模、結構、素(su)質能力(li)基本滿足各(ge)級各(ge)類教育發展需(xu)要。

到(dao)2035年,教(jiao)(jiao)(jiao)(jiao)師(shi)綜合素質(zhi)、專(zhuan)業化(hua)水平和創(chuang)新(xin)(xin)能(neng)力(li)大(da)幅提(ti)升,培養造(zao)就(jiu)數(shu)以百萬(wan)計的(de)骨干教(jiao)(jiao)(jiao)(jiao)師(shi)、數(shu)以十萬(wan)計的(de)卓越教(jiao)(jiao)(jiao)(jiao)師(shi)、數(shu)以萬(wan)計的(de)教(jiao)(jiao)(jiao)(jiao)育家(jia)型教(jiao)(jiao)(jiao)(jiao)師(shi)。教(jiao)(jiao)(jiao)(jiao)師(shi)管理(li)體(ti)(ti)制機制科學(xue)高效,實現(xian)教(jiao)(jiao)(jiao)(jiao)師(shi)隊伍治理(li)體(ti)(ti)系和治理(li)能(neng)力(li)現(xian)代化(hua)。教(jiao)(jiao)(jiao)(jiao)師(shi)主動適應(ying)信息化(hua)、人工智能(neng)等新(xin)(xin)技術(shu)變革,積極(ji)有(you)效開(kai)展教(jiao)(jiao)(jiao)(jiao)育教(jiao)(jiao)(jiao)(jiao)學(xue)。尊(zun)師(shi)重教(jiao)(jiao)(jiao)(jiao)蔚然成(cheng)風(feng),廣大(da)教(jiao)(jiao)(jiao)(jiao)師(shi)在崗位上(shang)有(you)幸福(fu)感(gan)、事(shi)業上(shang)有(you)成(cheng)就(jiu)感(gan)、社會上(shang)有(you)榮譽感(gan),教(jiao)(jiao)(jiao)(jiao)師(shi)成(cheng)為讓人羨慕的(de)職業。

二、著(zhu)力提升思想政治素質,全面加(jia)強(qiang)師德師風建設(she)

配齊建強高等學(xue)校思(si)想政(zheng)治(zhi)工(gong)(gong)作(zuo)隊(dui)伍和黨務工(gong)(gong)作(zuo)隊(dui)伍,完善(shan)選拔(ba)、培養、激勵機制,形成一(yi)支專職為主(zhu)、專兼結(jie)合、數(shu)量(liang)充足、素質(zhi)優良的(de)工(gong)(gong)作(zuo)力量(liang)。把從(cong)事學(xue)生思(si)想政(zheng)治(zhi)教育(yu)計入(ru)高等學(xue)校思(si)想政(zheng)治(zhi)工(gong)(gong)作(zuo)兼職教師的(de)工(gong)(gong)作(zuo)量(liang),作(zuo)為職稱評審的(de)重(zhong)要依據,進一(yi)步增強開展思(si)想政(zheng)治(zhi)工(gong)(gong)作(zuo)的(de)積極性和主(zhu)動性。

6.提高思想政治(zhi)素質。加強理(li)想信(xin)念(nian)教育(yu),深入學習領會習近平(ping)新時代中國(guo)特色(se)社(she)會主(zhu)(zhu)義(yi)思想,引導(dao)教師(shi)樹(shu)立正確的歷史觀(guan)(guan)、民族觀(guan)(guan)、國(guo)家觀(guan)(guan)、文化觀(guan)(guan),堅定中國(guo)特色(se)社(she)會主(zhu)(zhu)義(yi)道(dao)路自信(xin)、理(li)論自信(xin)、制度自信(xin)、文化自信(xin)。引導(dao)教師(shi)準確理(li)解和(he)把握社(she)會主(zhu)(zhu)義(yi)核心價(jia)值觀(guan)(guan)的深刻內涵,增強價(jia)值判斷、選擇、塑(su)造(zao)能力,帶頭踐(jian)行社(she)會主(zhu)(zhu)義(yi)核心價(jia)值觀(guan)(guan)。引導(dao)廣大教師(shi)充分(fen)認識(shi)中國(guo)教育(yu)輝煌成就,扎根中國(guo)大地,辦好中國(guo)教育(yu)。

21.完(wan)善中(zhong)(zhong)小學(xue)教(jiao)師(shi)待遇保障機(ji)制。健全中(zhong)(zhong)小學(xue)教(jiao)師(shi)工(gong)資(zi)(zi)(zi)長效(xiao)(xiao)聯動機(ji)制,核定績(ji)效(xiao)(xiao)工(gong)資(zi)(zi)(zi)總量(liang)時統籌(chou)考(kao)慮當(dang)地(di)公務(wu)員實際(ji)收(shou)入水(shui)平,確保中(zhong)(zhong)小學(xue)教(jiao)師(shi)平均工(gong)資(zi)(zi)(zi)收(shou)入水(shui)平不低于或高于當(dang)地(di)公務(wu)員平均工(gong)資(zi)(zi)(zi)收(shou)入水(shui)平。完(wan)善教(jiao)師(shi)收(shou)入分(fen)配(pei)激勵(li)機(ji)制,有(you)效(xiao)(xiao)體現教(jiao)師(shi)工(gong)作量(liang)和(he)工(gong)作績(ji)效(xiao)(xiao),績(ji)效(xiao)(xiao)工(gong)資(zi)(zi)(zi)分(fen)配(pei)向班主任和(he)特殊教(jiao)育教(jiao)師(shi)傾斜。實行中(zhong)(zhong)小學(xue)校長職級制的地(di)區,根據實際(ji)實施(shi)相應的校長收(shou)入分(fen)配(pei)辦法。

23.維護民辦(ban)學(xue)校(xiao)教(jiao)師(shi)(shi)(shi)權益。完善學(xue)校(xiao)、個人、政府合理分(fen)擔的民辦(ban)學(xue)校(xiao)教(jiao)師(shi)(shi)(shi)社會保(bao)(bao)障(zhang)機制,民辦(ban)學(xue)校(xiao)應與(yu)教(jiao)師(shi)(shi)(shi)依法(fa)簽訂合同(tong),按時足額(e)支付(fu)工資(zi),保(bao)(bao)障(zhang)其福利待遇和(he)其他合法(fa)權益,并為(wei)教(jiao)師(shi)(shi)(shi)足額(e)繳納社會保(bao)(bao)險費和(he)住房公(gong)積(ji)金。依法(fa)保(bao)(bao)障(zhang)和(he)落(luo)實民辦(ban)學(xue)校(xiao)教(jiao)師(shi)(shi)(shi)在業務(wu)培訓、職(zhi)務(wu)聘任、教(jiao)齡(ling)和(he)工齡(ling)計算(suan)、表彰獎勵、科(ke)研立項等(deng)方面(mian)享有與(yu)公(gong)辦(ban)學(xue)校(xiao)教(jiao)師(shi)(shi)(shi)同(tong)等(deng)權利。

25.提升教(jiao)(jiao)(jiao)師(shi)(shi)社會(hui)(hui)地位。加大(da)教(jiao)(jiao)(jiao)師(shi)(shi)表(biao)彰力度(du)。大(da)力宣(xuan)傳(chuan)教(jiao)(jiao)(jiao)師(shi)(shi)中的(de)(de)“時代(dai)楷模”和(he)“最美教(jiao)(jiao)(jiao)師(shi)(shi)”。開展(zhan)國(guo)家級(ji)教(jiao)(jiao)(jiao)學(xue)名師(shi)(shi)、國(guo)家級(ji)教(jiao)(jiao)(jiao)學(xue)成果獎(jiang)評選表(biao)彰,重點獎(jiang)勵貢獻突出的(de)(de)教(jiao)(jiao)(jiao)學(xue)一線教(jiao)(jiao)(jiao)師(shi)(shi)。做好(hao)特級(ji)教(jiao)(jiao)(jiao)師(shi)(shi)評選,發揮引領作(zuo)用(yong)。做好(hao)鄉村學(xue)校從教(jiao)(jiao)(jiao)30年教(jiao)(jiao)(jiao)師(shi)(shi)榮譽(yu)證書頒發工作(zuo)。各地要按(an)照國(guo)家有關(guan)(guan)規(gui)定,因(yin)地制宜開展(zhan)多(duo)種形式的(de)(de)教(jiao)(jiao)(jiao)師(shi)(shi)表(biao)彰獎(jiang)勵活動,并落實相關(guan)(guan)優待政策。鼓勵社會(hui)(hui)團體(ti)、企事業單位、民間組織對教(jiao)(jiao)(jiao)師(shi)(shi)出資獎(jiang)勵,開展(zhan)尊(zun)師(shi)(shi)活動,營(ying)造尊(zun)師(shi)(shi)重教(jiao)(jiao)(jiao)良(liang)好(hao)社會(hui)(hui)風尚。

各省、自治區(qu)、直轄市黨委(wei)常委(wei)會每(mei)年至(zhi)少研(yan)(yan)究(jiu)一(yi)次教(jiao)師(shi)隊(dui)伍建設工(gong)作。建立教(jiao)師(shi)工(gong)作聯席(xi)會議制度,解(jie)決(jue)教(jiao)師(shi)隊(dui)伍建設重(zhong)(zhong)大問(wen)題(ti)。相(xiang)關部(bu)門要制定切實提高教(jiao)師(shi)待(dai)遇的(de)具體措施。研(yan)(yan)究(jiu)修訂教(jiao)師(shi)法。統(tong)籌現(xian)有資(zi)源(yuan),壯大全國教(jiao)師(shi)工(gong)作力(li)量,培育一(yi)批專業(ye)機構,專門研(yan)(yan)究(jiu)教(jiao)師(shi)隊(dui)伍建設重(zhong)(zhong)大問(wen)題(ti),為重(zhong)(zhong)大決(jue)策提供支撐。

27.強化(hua)經費(fei)保障(zhang)。各級政(zheng)府要將教(jiao)(jiao)師(shi)(shi)隊(dui)伍(wu)建(jian)設作為教(jiao)(jiao)育投入(ru)(ru)重點予以優先保障(zhang),完善支出保障(zhang)機制,確保黨和(he)國家關于教(jiao)(jiao)師(shi)(shi)隊(dui)伍(wu)建(jian)設重大決策部署落實到位。優化(hua)經費(fei)投入(ru)(ru)結構,優先支持教(jiao)(jiao)師(shi)(shi)隊(dui)伍(wu)建(jian)設最(zui)薄弱、最(zui)緊迫的領域,重點用(yong)于按規定提高教(jiao)(jiao)師(shi)(shi)待遇(yu)保障(zhang)、提升教(jiao)(jiao)師(shi)(shi)專(zhuan)業素質能力。加大師(shi)(shi)范(fan)教(jiao)(jiao)育投入(ru)(ru)力度(du)。健全以政(zheng)府投入(ru)(ru)為主(zhu)、多渠道籌集教(jiao)(jiao)育經費(fei)的體(ti)制,充分調動社會力量投入(ru)(ru)教(jiao)(jiao)師(shi)(shi)隊(dui)伍(wu)建(jian)設的積(ji)極性(xing)。制定嚴格(ge)的經費(fei)監(jian)管(guan)制度(du),規范(fan)經費(fei)使(shi)用(yong),確保資金(jin)使(shi)用(yong)效益。
